To begin a foster care case management or fatality review, please fill out a complaint form and email it to us at oca@oca.mo.gov, or mail it to our office: P.O. Box 809 Jefferson City, MO 65102. You may also call us at our toll free number 866-457-2302.

When your complaint is received, it will be reviewed by the Office of Child Advocate to determine if a review will be conducted.

Our office will contact Children's Division and/or the private contractor to notify them we are opening a review of the case and request records. We will not share your information.

We will speak with case participants such as the Juvenile Office and the Guardian Ad Litem and may participate in meetings. After 45 days we will issue our findings including our agreement or our disagreement with the direction of the case, policy or practice concerns, and any recommendations.

Review of Unsubstantiated Child Abuse/Neglect Hotline Calls

If you place a hotline call that is found unsubstantiated and are still concerned for the child's welfare, please fill out a complaint form and email it to us at oca@oca.mo.gov, or mail it to our office: P.O. Box 809 Jefferson City, MO 65102. The review process is similar to that described above, but we may also request hospital records, law enforcement reports, etc.
